This is a trial balloon, something every administration and big
business does. I'm sure if you devoted 50% of the effort you expend
looking for this stuff under our current president, to looking for
this stuff from past presidents, regardless of party affiliation,
you'd find the same kind of shocking and scary trial balloons. A trial
ballon isn't policy.
We do it all the time here in big health care. Ninety-nine percent of
trial ballons are shot down.
The key word here is "might" and it's used rather awkwardly.
